1997–1999 Eastern Band of Cherokee Indians –  Cherokee, NC

  • Set up Office of the in-house legal division for the Tribe
  • Republished the Tribal Code Book, developed Dialysis Center, and established the Tribal Court
  • Oversaw all legal and governmental affairs of the Tribe.

1995–1997 Office of The District Attorney – Waynesville, NC

  • Prosecuted criminal matters in all 7 counties of the 30th District
  • Prosecuted juvenile matters in all 7 counties of the 30th District
  • Worked with all law enforcement agencies and the Tribe to improve communication and cooperation

1995–1997 Tribal Casino Gaming Enterprise – Cherokee, NC

  • Appointed by Chief Dugan as one of the original five members of the TCGE & TBE Board of Advisors
  • As Board Member drafted TCGE & TBE Ordinances, re-negotiated the management agreement with Harrah’s, managed the temporary casino and oversaw on behalf of the Tribe the construction of the new casino.
